Abstract: The Concorde aircraft accident decision is studied in this paper under the view of system safety, with the simulation for the overrun speed and time.It is believed in this paper that to continue to climb when catching fire is the worst decision with the heaviest lost in lives. If it Rejected Takeoff (RTO),the consequence would be slighter, saving many lives. The program is complied in this paper to show the overrun speed and time for the Concorde aircraft to evacuation in RTO under high running velocity. The safety margin is consisted of speed and time, regarded in this paper. The result shows that the 90 second regulation is a key element to obey to make decision after V1.The margin of safety may be reached at the RTO decision with the higher survival rate of passengers. The analysis method developed in this paper may give guide to suppress the dangerous situation in flight for other aircrafts and regulations. The time constrain of 90 seconds has the higher order than the V1 decision regulation.
