Abstract: To study the Layered Web Service（LWS），propose a LSA（Layered Self-Adaptive） mechanism to publish LWS.The object is to make an intelligent，seamless access experience over the mobile network.To achieve this object，there are some blocks：narrow，various and instable network bandwidth.By a series of quantitative methods，the LSA mechanism is presented to publish the self-adaptive Web service and to implement a seamless access experience.

摘要： 提出一种面向移动网的可分层Web Service（LWS）的自适应发布方法——LSA（Layered Self-Adaptive）方法，目标是克服移动网的带宽局限性、多样性和不稳定性，实现通过移动网智能地、无缝地访问可分层Web Service。在研究可扩展性视频分层算法的基础上，提出一系列数值化计算方法，通过数值化计算得出最适合当前网络环境的Web Service。
