Abstract: [Abstract] A method for software cost estimation and risk assessment is presented in this paper. This method combines aspects of algorithmic and experential approaches. It is based in part on software project data but also on expert knowledge. In addition, the method can also be applied for risk assessment. In order to illustrate the method and demonstrate its feasibility, the paper provides a case study in that a cost overhead estimation model and risk assessment procedure were developed.
