Abstract: By analyzing the difficulty in information heterogeneity in the oceanic field，a hierarchical architecture based on SOA is proposed to solve the problem of information integration and sharing.This model defines a domain ontology，establishes mapping relation between fields and heterogeneous resources，and defines unified exchange data format as the basis of data integration.Together with the ontology，this model proposes solutions for exchange data.In addition，service collaboration is achieved by using service integrator.Finally，this model is applied to Oceanic Disaster Response System in East China Sea and an example is given to testify the validity and feasibility.
