Abstract: In view of the problem of complex psychological characteristics of the expert when evaluating the cloud service security, this paper proposes improved Interval-Valued Hesitant Fuzzy TODIM（IVHF-TODIM） method. Firstly, combing the advantage of the COWA operator and the Dice similarity measure, it proposes a new kind of interval-valued hesitant dice similarity measure considering the DMs’attitudinal character and validate, the basic properties. By calculating the dominance degree of each alternative related to the others, it uses the Dice similarity measure rather than the distance measures. Finally, the method is applied to the cloud service safety evaluation, and the feasibility of this method is illustrated by the case.
