电网差异化规划的特殊负荷评估方法研究

摘要: 电力系统差异化规划是提高电网抵御自然灾害的能力与可靠性的重要手段,可信的负荷评估与预测是差异化规划的基础。提出以负荷的停电损失、成本补偿投资回报率、负荷节点中心接近度、专家评定等级四个指标作为特殊负荷评估指标,并基于模糊层次分析法得到各指标的权系数,建立差异化规划中特殊负荷评估指标体系,有效量化重要负荷的选择。该方法具有良好的实用性,对推进电网实行差异化规划,提高防灾抗灾性能具有重要作用。

Abstract: Differentiated planning for the electric power system is an important measure that helps the power grid to improve the anti-disaster ability. Credible evaluation and prediction of load is the basis of the planning. In this paper, four criteria are proposed for the evaluation of special load. They are the outage cost of load, the return on investment from lost compensation, the closeness of node load center, and the ratings of experts. Based on the weight coefficient gotten from the Fuzzy Analytic Hierarchy Process(FAHP), a system of the evaluation criteria for special load is built, which can help to choose special loads efficiently. This method is of great practical applicability, and has impact on improving the performance on disasters preparedness and response.
