Abstract: In modern process developing activities, the problems of raising the efficiency of cooperation and bringing down the cost of process reuse are urgently to be solved. Traditional practices are failed to solve the problems: they organize modelers in a character oriented way and develop processes orienting single business case. This research describes a model-refinement-based solution which fulfills the process development in the context of hierarchical model, and introduces a BPMN based distributed process developing tool to support the method called DMRB-BPMA, with which enterprises can regulate and optimize their modeling activities, effectively organize modelers with task distributing mechanism, and facilitate the reuse of processes.
