Abstract: To effectively manage the web-based automobile & motorcycle product development process， the project management system is studied deeply.Based on the analysis of project management business process，the asp-based system architecture is proposed，and the multi-agent，multi-hierarchical project planning and control method is presented，which confirms the relationships between different project plans according to the tasks constraint conditions matrix，and makes collaborative decisions based on tasks states and privileges.The case study proves the system is practical and effective.
