Abstract: User requirements, organizational change, government regulation and politics, and societal trends have a greater significance for governmental IT organizations . The challenge for local governmental organizations is to select the “right” E-government applications. A framework was posed for planning applications. To guide the strategic fit, the framework ties possible E-government applications to the environment trends relevant to local government. To guide the tactical fit, the framework ties E-government applications to both application and infrastructural projects. The empirical research has indicated that the framework can structure the process of E-government planning efficiently.
