Abstract: Satellite broadband communications based on DVB-RCS（Digital Video Broadcasting and Return Channel via Satellite） standard have become one of hot issues.The existing satellite wireless access standard DVB-RCS is concentrated on physical layer technique criterions，and some key techniques，such as Radio Resource Management（RRM） defined by the standard are not systemic，also，a practical framework of RRM system has not been proposed.This paper proposes a functional framework of RRM technique for satellite broadband access system.Furthermore，the designing and realization methods of main functions of this proposed framework are researched.At last，the furthermore researching questions are discussed.
