摘要: 针对突发事件应急预案评估问题,提出了基于网络层次-熵权分析法(ANP-EM)的应急预案评估方法,构建了基于ANP-EM的应急预案评估模型。应用网络层次分析法确定突发事件应急预案指标评估的主观权重,采用熵权法对主观指标权重进行客观修正。最后通过对铁路突发事件应急预案的评估验证了该方法的可行性、普适性与系统性。

Abstract: As for the assessment questions of emergency plans, the emergency plan assessment method based on Analytic Hierarchy Process & Entropy Method(ANP-EM) is proposed.The emergency plan assessment model based on ANP-EM is constructed. The subjective indicators right weight of emergency plans are determined by ANP and objectively corrected by entropy right. Finally, the method is verified to be feasible, universal and systematic by assessing the railway emergency plan.
