摘要: 针对特大城市特点及其养老趋势,提出一种灵活多样、良性开放的可持续养老模式:集体自助养老(CSE),对其定义、目标、类型、影响因素进行分析。结合六西格玛服务设计、产品服务系统设计、可持续养老理论,围绕养老目标,建立可持续养老CSE服务系统设计理论体系。可持续养老服务系统设计存在若干可行解,围绕提升养老满意度,提出CSE服务系统设计框架,充分利用信息化社会优势,对CSE产品与服务进行集成设计,建立CSE服务系统配置模型,分析了CSE服务系统选择、构建影响因素,根据不同的养老需求和有限的养老资源、成本设计不同的集体自助养老方案,满足特大城市多元化、个性化的养老需求,为可持续养老服务系统设计提供有益思路,为特大城市养老资源配置、养老基础设施建设提供参考。

Abstract: Collective Self-help Endowment(CSE)is a kind of flexible, benign open sustainable pension mode against megacities pension trends and characteristics, its definition, goals, types and factors are analyzed. Combined with six sigma service design, product service system design, sustainable endowment theories, the theoretical system of CSE service system design is established around the endowment goal. There are several possible solutions to sustainable pension service system design, around enhancing pension satisfaction, the CSE service system design framework is proposed, making full use of the advantages of the information society to integrate CSE products and services into a whole design, CSE service system configuration model is set up, the influencing factors of CSE service system selection and construction are analyzed. According to different pension needs, limited endowment resources and cost, different design collective self-pension schemes are designed to meet megacity diversified, personalized pension needs, give useful ideas for the sustainable pension service system design, and provide references for the megacity pension resources allocation, pension infrastructure construction.
