Aiming at the problems of low clean energy consumption rate and insufficient resource scheduling on load side in active distribution network, a two-layer optimal scheduling model including load layer and active distribution network layer is proposed. Firstly, the load layer models according to the different forms of load participating in scheduling, and then adjusts the power consumption sequence of flexible load and the output of clean energy through the coordination and interaction of source and load. The active distribution network layer optimizes the comprehensive operation cost of the system according to the time-sharing price. Tabu search-cell membrane optimization algorithm is proposed to solve the model. The results of optimal scheduling under three schemes are compared and analyzed by examples, it is proved that the proposed optimal scheduling model can effectively improve the clean energy consumption rate and further reduce the peak valley load difference under the premise of economic operation of the distribution network system. At the same time, the validity of the algorithm is verified.
