Abstract: Hesitant fuzzy set is generalization of fuzzy sets. It’s defined in terms of a function that returns a set of membership values for each element in domain. It’s very useful to deal with group decision making problems. But inherent difficulties to deal with uncertain data are inadequacy of the parameterization tool of hesitant fuzzy set theory. In this paper, hesitant fuzzy soft sets are proposed as a new mathematic model so as to improve the certainty of decision making. Some basic operations of hesitant fuzzy soft set are studied and fundamental properties of hesitant fuzzy soft sets are discussed as well.

摘要： 犹豫模糊集是对模糊集的一种推广，它是一类关于域中每个元素所含隶属度的集合，常应用于群决策中，但由于其本身在参数工具上的缺乏使得难于处理不确定数据。为了提高决策的精确性，将软集与犹豫模糊集结合起来，提出犹豫模糊软集的概念，并给出犹豫模糊软集的基本运算法则和性质。
