Abstract: In order to evaluate urban communication culture system scientifically，an multiple objective gray situation decision method is presented，it is used to assess the urban communication culture system of Shenyang and Dalian and Anshan city.The results show that the environmental quality is good in Shenyang and Dalian and Anshan city.Compared with other methods，this decision procedure shows greater advantages，it can make the complex decision problems clear and improve the decision accuracy.

摘要： 为了科学地评价城市交通文化系统，并使评价方法更符合实际，提出了多目标灰色局势评价方法，介绍了多目标灰色局势评价方法的原理，给出了它的构成方法和具体评价模型，并用该评价模型对沈阳、大连、鞍山三个城市的交通文化系统进行了综合评价。结果表明，该方法较好地反映了实际交通文化系统的水平，可以使复杂的决策问题变得简洁和明晰，提高决策精度。与其它方法相比，决策过程具有更大的优越性。
