评标信息集成模型与算法

Abstract: A bid evaluation information integration model is proposed for books tender.At first,the factors needed to be considered in the bid evaluation are discussed.According the fact that the bid evaluation is a multi-attribute group decision-making problem,the authors then develope a mathematical model and algorithm which is based on TOPSIS(Technique for Order Preference by Similarity to Ideal Solution) and integrated the bid evaluation information by multiple decision-makers to obtain the final evaluation results.At last the model is illustrated in detail by a computation instance.The method proposed in this paper can improve the credibility of the bid evaluation results.

摘要: 以图书招标为背景,提出一种对评标信息进行合理集成的模型。首先阐述评标需要考虑的因素,然后根据招标的多属性群决策特点,基于逼近理想解的排序方法,建立对各评标委员的评标信息进行集成的模型与算法,求得评标委员会对投标者的最终优劣评价,最后给出一个实例。该方法可提高评标结果的可信度。
